Abstract:

The race for competitive advantage in artificial intelligence (AI) is not just the domain of companies and organizations. Countries vie with each other for dominance in the space of AI, seeking competitive advantages for their industrial ecosystem, military and defense, academic institutions, and areas of private and public sector enterprise. Countries that can take advantage of the tremendous transformation presented by AI and cognitive technologies can position themselves for global competitiveness in the future.  In this report, Cognilytica tracks the strategic positioning of countries with respect to their AI initiatives across five main factors: the country’s overall AI strategy, government investments in AI, research and academic activity originating from the country’s researchers and research institutions, venture capital and entrepreneurial activity, and established enterprise investment and implementation of AI systems.

Key Findings:

  • The countries with the strongest overall AI strategies are France, Israel, United Kingdom, and United States, followed closely behind by China, Canada, Germany, Japan, and South Korea.
  • India and Sweden tie for third place ranking, with Denmark, Netherlands, and Russia tied for fourth.
  • Fourteen out of the top fifteen ranked countries rate extremely strongly in research activity, which would imply that research activity strongly correlates with equally strong government funding, startup and venture capital activity, and enterprise activity.
  • Strong government funding does not, on its own, correlate in the same manner with strong activity in other areas.
  • Likewise a well-developed country strategy on AI is not necessary for overall strategic leadership.
